I've been calculating and with the same price, I could literally buy a 2tb yearly subscription of google drive, plus I don't have to maintain it.
but NAS sound tempting to build, I've been thinking about the hardware but not the software itself though so I still have yet to understand how to actually set it up.

any tips on choosing computer parts for NAS?
what about electricity bill for running them 24/7?
any tips at all?

You should think more ahead.
Personally you can grab a Odroid h4+ for 140 plus the 4 sata cables and the mini ITX conversion kit and have a way better machine that uses a fraction of the power that dinosaur will sip while being idle.

you don't go out of your way to build one retard. you either retire one of your own old computers or pick up a shitbox for cheap. plenty of intel 6xxx-10xxx computers (dd4) that can picked up for less than $100 on the second hand market.

yes, and he can upgrade the motherboard/ram/cpu cheaply from ebay when necessary. he'll be able to reuse his case, psu, etc. have you even used one of these bottom end intel chips? they're horrible.

Have you ever looked inside one of the cheap used OEM machines you're recommending? Unless he specifically looks for something that's using exclusively standard gear he'll end up with some shitbox with proprietary pinout, motherboard, psu, and probably even case layout.

the only reason to buy a sbc is for the gpio header. if you're not using that a pi is the wrong solution.
