I mean they're kinda building up a country that was being raped for a hundred years while israel is literally pacing them like a rabid dog in a cage (greater israel), a brutal civil insurgency where terrorists killed 40'000 civilians over the past 40 years just ended but their political arm is still screwing with everyone (which is what you're reading about because israeli owned media banned positive news about turkey to condition americans for what's coming), they're surrounded by states at war (Armenia, Iran, Iraq, Syria and technically Ukraine if you look across the black sea) so they need to pump a lot of money and R&D into military.
They're between a rock and a hard place, sure they could do better, but they could also do a lot worse.
