what is the purpose?
I don't think they are bought by the channel because they flood EVERY trending video.
why do they exist?
if i had to guess, probably done by youtube themselves to appeal to shareholders

The other reason they comment with "hekkin nice video" is so they can go back an edit after basic automod/author looked it over. Then edit the reply for a scam link or some BS with 1000 botted updoots and be #1 before the content creator knows about it.

Platforms require from users do have some interactions before they can do things like updoot.
It's less obvious in youtube, because it works completely with shadowbans. Just because you updooted something, doesn't mean that it counted, just because you watched something, doesn't mean it counts as a view, just because you entered something in the chat, and see it yourself, doesn't mean that others see it as well.
So if they want to sell youtube updoots and views, they have to build reputation on their bots.
This interaction benefits all involved parties, except the user and advertisers
