It's much more efficient to release water once it has heated up a sufficient amount and then just take more colder water in.
Of course, once the water has been used for cooling it isn't suitable to go into the water supply, so they're essentially taking from water that would be going to the water supply.

That's true, but if you take water that's going to be feeding the water supply, and then release it so it won't be feeding the water supply, it's going to take time to come back around in the water cycle.
It's increasing the burden on the water supply in an area. You can't just pump water out of the ground indefinitely, even if it does come back.

My town is now running out of groundwater, the swamps marshes and streams have dried up, and growing crops is impossible because one company bought up all the land and it became a "booming real estate market" anf start pathologically developing copy&paste rental houses everywhere and was stupid enough to not only suck it out of the ground but to pull an Aral sea and block off the main water source from the south from the neighboring town. Why not build near a big lake or the ocean, pump the cold water into a heat exchanger, and then exhaust it back into the body of water? Nuclear power plants can be cooled this way. Don't see why they could not do the same with datacenters. There is a pool of fresh water that you can evaporate, make dirty or use for plants that eventually rains down, but it is still limited, basically using up water faster then it replenishes, not to mention that lot of dry areas of the world with water use underground aquifer water that was stored there for over thousands of years and is being used up much faster then it is being replenished naturally. The datacenter projects that deplete the water table should have never been approved. The general corruption of local governments, especially Georgia, has deals like this go down as a result of bribery or institutional greed for the tax money brought in by big business, without looking out for the actual constituents. This happens constantly. Destructive projects like this happen because a lack of functioning, representative local governments. It is the same corruption and incompetence that causes projects to be built WRONG and make everything worse than it should be.
In the first place, the tech companies are choosing environmentally inappropriate locations because of electricity rates, ignoring that electrical infrastructure can be built but the climate will always result in cooling inefficiencies. Using evaporation cooling or any means that removes water from the municipal system is also monumentally retarded. The big companies are too motivated by short-term profit to invest in the proper closed-loop cooling systems that will allow their prescience to be sustained and even welcomed in their area. They may get away with being robber barons. or they could be ousted legally, or sabotaged illegally by locals, and lose their investment. or they could be murdered.
Before someone comes to call me a commie, I want to mention that building codes and inspections exist for good reasons. They prevent builders from effectively robbing people, both the residents/users of the projects and those in the surrounding area, through outsized costs. A good example is a a new house with bad roof that gets damaged from mold or structural rot that rots quickly. In that case the builder profits a few thousand extra from shoddy work while the buyer loses 500 grand and their home. The construction of the house was an economic loss.
A robber causes widespread suffering like this does and does not pay for it without jurisprudence. Those harmed also have property rights

They ca. be built alongside swimming pools and provide the heating for the water.
There are many, many ways to use the heat generated from these. However at the moment no one does.

Currently the capex to build desalination that would cover the total amount California can take from the Colorado river is around $15B - $40B
California HSR has cost around that lower estimate already with a final price tag of $100B
For a state as rich as Cali water scarcity is a choice. Various things are possible. Like restoring the water levels in the Salton Sea and reversing its increasing salination. Just go to break out of the cuck mindset that only things offered by nature are available.
