I stopped managing old peoples electronics because they blame you if something goes wrong. The only time I help now is when they fuck it up that it needs to be redone. I just tell them I now have to delete all data on it to get it working again.

Check the apple and Google cloud (you will probably have him reset the passwords because he forgot). There's a chance he moved it there.

They might have been moved automatically. I'm fairly sure my Android will move unviewed photos onto my Google Driver after x months and that it's default behaviour unless specified otherwise.

A couple of weeks ago I saw my uncle deleting photos taken at parties with his friends. I asked him why and he said that his iPhone was full that he will need some storage for when he'll go on vacation. I got suspicious because he got the new iPhone this Easter and seems odd that in just a few months is already full. I looked into the notification and it said that iCloud backup cannot be uploaded because iCloud storage is full. His local storage was just 50 GB out of 256.
I said to disable cloud backups and he told me: «I ain't disabling shit». He kept deleting photos after that.
