Basically, yes. From ChatGPT's perspective it's auto-completing an SCP article, but from the user's perspective they 100% believe it. There's a lot of schizos having their delusions fed by it lately, and the key giveaway is that they claim to have unlocked a new behavior in it by "recursion". Most of the time they believe that a single long chat they hold with ChatGPT (who they typically give a new name) has become AGI. But only that one chat history. And they'll claim that OpenAI knows (because ChatGPT told them it has "sent reports" and "received acknowledgements" but is keeping it a secret, so it is their (the user and AI) duty to reveal it to the world.
This exact playbook has repeated hundreds of times and you can find their posts on various forums/reddit/OpenAI tech support site; they all read the same because the only post what ChatGPT writes and never speak for themselves anymore.
