That's the wrong way of looking at it imo. What Linux really needs is overall software support. Secondarily, a clear consensus on which distro(s) you send normies and hardware manufactures too.

Fedora Linux. Learn how to use bottles + Uluse Proton GE builds for your software. Most everything else can be had from flatpak and flatpak's security is better than nothing so it just works.

Pass laws that require every software working with government dependencies to support fully open formats (no "uhmmm ackchually this format is open but the spec is useless cause 99% of the world wants the implementation with our propietary extensions, for backwards compatibility of course! cause is perfectly great that the world wide climate research data funded with everyone's taxes is practically worthless without our special contractor").
