there are those retarded chinese handheld fans that have a peltier chip in them to make the air they blow very slightly cooler.

However, peltier chips have shit efficiency and you still need to dissipate the excess heat. If you instead did a refigeration loop like normal ac, it would be a lot bulkier.

I think it's showing the exact opposite, that you can charge your phone from the large battery that's probably in the fan's handle. It's certainly big enough to fit way more battery in there than in a phone.

It's because of thermal dynamics.

ACs take the heat from the air inside and turns it cold, and it creates more heat as it does this and all of which goes outside.

You can't do this outdoors since both heat and cold will cancel each other out and the excess will make it hotter.

You absolutely can do it outside.
What the refrigeration cycle is doing is absorbing heat on one side, transporting it to the other and then releasing it. And it does this through the compression and expansion of the gas.
It doesn't matter if both sides are in the same location (so long as it isn't an enclosed location, you don't want both sides inside your room), the cold side will still get cold and you just have a fan blow across that to give you your cool air.
And seeing you're outside, the release of that heat and the excess heat of running the cycle will just be released outside.

sure you can, if you blow the cold side towards you and the hot side away, then it'll do what you want. sure naturally the net result is making the environment around you hotter, but not by an amount you could perceive
it's even less silly than a fridge. you have a fridge in a kitchen, and it has the cold side inside an insulated box... inside the room the hot side is radiating its' heat into! a fridge, externally, emits heat, it makes the kitchen hotter, but that's ok, because you only care that the inside is cool, it doesn't matter if the cost is the fridge is a degree or two hotter

DARPA made these years ago, it's basically a backup mounted AC with a girdle that cools the blood vessels near your kidneys.

A DARPA researcher did 50 consecutive pull ups wearing one, which I guess proves that overheating causes fatigue.

They made another model that goes over your hands, and kept test subjects in ice baths or heated pools for 6 hours with no ill effects.

You could probably make one stupid easily now that we have 3D printing.

I suspect the cooling he experienced was mostly due to the airflow and not so much because of the peltier.
I have pic related VR strap with integrated fan.
It's just a simple fan, no cooling, but it makes a huge difference in how hot I get playing VR. - just having some airflow on your face does that.

Peltier being present doesn't mean it's the main active component.

I'm skeptical because I think a powerful peltier element would drain the battery very fast and give off a lot of heat.
