How do you know there isn't some secret mathematical shortcut to guessing a modern AES key with enough computational complexity that isn't available to the masses? Maybe a cluster of 1 million or 10 million modern GPUs is enough to guess any AES 256 key in a polynomial time. That's something that only the US government and maybe the Chinese can ever have.

If each one has ~3,000 cores with a frequency of 3 GHz, how long would it take to search an entire 128-bit keyspace?

There’s 2^128 possible combinations for a key. Divide this by the number of GPUs, cores, and the frequency of the cores to get computation time in seconds. Divide by 3.15 x 10^7 to get years. It’d still take 1.189 x10^10 years (maximum) to crack a single 128 bit keyspace using bruteforce, which sounds unlikely unless one of my assumptions on frequency and cores are way off.

There isn't 100m GPUs available in the first place, which makes the problem self-limiting. Nor will there be any time soon, unless someone conjures up new chip fab capacity out of their rear. Because TMSC don't have any - they are the bottleneck with manufacturing more GPUs, not NVIDIA or resources.
