How? 720p has been degraded like hell, YouTube doesn't even call it HQ anymore, most probably don't even remember that they did at one point. Sure, it varies from video to video, but for many videos you don't even need more than 480p. Some videos on the other hand are unwatchable in anything less than 1080p.
