I secretly believe that falling birthrates are the reason why governments are willing to invest such insane amounts of money into something as unprofitable as AI. They're hoping that it will be good enough to replace the missing humans caused by demographic decline before the situation gets critical and the economy starts collapsing. Realistically, it's probably paranoia that other countries will develop some revolutionary military technology first.

That was Japan's plan for building robots that could take care of the elderly and keep the industrial sector going. It certainly has helped industry but in eldercare, it has advanced very little beyond having robots perform little dances.

I think birthrates are part of the picture, but the real emergency is the collapsing economy. I think they desperately need something or someone to become extremely productive for their valuations to keep making sense. Just look at extend and pretend policies in real estate, it's all just hopium. The reality is no one is coming and you should either make peace with your maker or start working on your cardio to increase your value in the upcoming market place of ideas.
