By law, h1b visas have a 80K annual capacity for the entire world. However in practice due to various excemptions, America accepts ~300K-400K individuals with masters degree/high skilled workers/etc. These Visas are probationary/temporary employment stays.

While legally they may up the cap from 80K+, in practicality, they may simply want to reduce the exemptions and just up the limit to 500K.

The question for America then is, do we want high skilled workers who produce high value to our economy/country to become American citizens or do we want them returned back to India and produce value for India? Would you want Microsoft/Google CEO back in India or as US citizens? Same with Chinese H1Bs. There's a high rate of both Chinese/Indians H1Bs becoming citizens right now, however Chinese are quickly learning about racial prejudice in the US so they're moving back to China to build their own technology there. All the AI talent in America is built by immigrants right now. Whether its from China, India.

I've heard "rumors" both ways. That visas are either going to become easier or harder to get. I'm guessing harder, since Trump is literally "I hate immigrants: the Guy" and how he has already attacked and undermined other visa programs.

You are misunderstanding the situation. Not h1b caps removal.
Green card cap removal. As a Euro that was on h1b in the States for a few years and talked h1b rules with Indians (and Chinese) let me explain the situation.

H1b is a dual intent work visa. Dual intent means that you can use it if you intend to work for a few years and go back home. Or you can use it intending to eventually become a citizen. I was mostly thinking of going back home eventually but I gave staying serious consideration.

h1b visa is for 3 years, and you can renew it once for additional 3 years. At that point you have to make a call either you go home or you apply for a green card (=permanent residence visa). While your green card application is pending you can keep renewing your h1b, 3 years at a time. As long as you are in good standing and have work (its a work visa so you gotta work). Also since h1b is a work visa you cant just change employers. It's a whole process where you have to apply for permission. It's especially complicated and risky if you have a pending green card application, but it's possible.

Now green cards are capped, and every country has the same cap per year. So people from some tiny country have the same cap as a giant country of 1.5billion people (India and China). Can you see where this is going? There are lots of Indians and Chinese with pending green card applications and the cap is low so they have to wait for decades to get a permanent green card visa. But they can still stay and roll their h1b 3 years at a time. This is a kind of unsecure position as they could at some point be forced to leave by a change in visa rules or if they struggle to find work. Another important consequence is that their employers have a lot of power over them as changing work is so hard. Whereas an American citizen can give their 2 weeks notice (or even leave the same day in some cases i believe memory is getting hazy), for an h1b to leave it's a many months long process.

Okay so then what does lifting the green card cap actually mean? It means that all these Indians and Chinese will go from having temporary to permanent visa. There will probably be a short term boom as the backlog clears, but then it will slow down again. Since many of them have been in the US for a long time they will probably apply for citizenship too.

Personal effects -> Anxiety will go down as they aren't constantly wondering if they will be kicked out.
Job market effects -> They will be more secure and have better negotiating position against tech companies.
Election effects -> They will be allowed to vote when they become citizens.

In reality, it's really as simple as the human tendency to look out for number 1. Some guy becomes CEO of a company. He's only thinking about boosting shareholder value in the short term because if he does he gets a fuck huge bonus at the end of the fiscal year. He then fucks off to another company. Rinse and repeat and you have the current state of corporations. Just look at the average tenure of CEOs today. They have significantly decreased from years prior.

Think about it, what would you do in that situation? Do you really care about your companies future? You probably, and reasonably, only care about the paycheck and potential paychecks in relation to yourself and only yourself.
