The Soviet Union was never good in terms of computers and afterwards their education practically collapsed. Russians wrote exactly the same kind of shitcode as jeets do but with more of a language barrier and an extremely high chance of getting your sensitive data compromised because its a police state with a literal KGB agent at the head. After 2014 when it became increasingly clear that Russia is extremely antagonistic in terms of cyberwarfare and espionage no one sane would ever take that chance when you have jeets that do pretty much the same quality work without any of the baggage.

Russians/Eastern Europeans are still the best cheapo engineers. India just has a strong tech lobby and they've pushed to take over everything in America.

i read in the book Flash Boys a story about a russian high frequency trading programmer who was russian. it said that in general the russians in the 90s had limited computer time to practice code, so they done the vast majority of code writing practice and learnign with pen and paper and then done a pen and paper debug so when they got their computer rationed time they could just type and run and see if it worked. and that this necessary approach, over the western approach of sitting at a computer all day and typing and failing on every bad line of code in order to learn and practice, is what gave russians a head in programming at that time and so a higher % of code writing students were better than the US counterparts.
how true this is i have no idea but it makes some logical sense and also explains how the russians have changed over time as their conditions have changed.

the article and this thread are interesting in a sense: the fact that computers are so distracting that we are mentally and cognitively drained from all the fast, short-lived crap we have to avoid while trying to concentrate on our jobs or whatever. meanwhile, russians didn't even need computers to program on to learn some programming language. zoomies and later generations in particular are completely fucked just by this. their long attention spans is lacking.

#1 is that there are 1.5 billion of them, and their government went all in on pushing the "everyone needs to learn tech" meme probably to counteract China absorbing the world's manufacturing. From there they lobbied hard to become the imported tech worker of choice for America and got their foot in the door first. Once established they set up cabals and only hired their own. Now it's just a firmly coupled pipeline. Tech leadership and management isn't creative and will accept whatever is put in front of them (or forced on them).

Jeets are verbal-IQ weighted and this means they are better at presenting themselves as capable programmers than actually doing capable programming. Eastern Euros on the other hand can be kind of autistic and abrasive and that turns sensitive businessfags away.

I once needed help cracking an anti tamper packing software for a games exe to preserve the game. I asked some Russians for some hints on one of their piracy sites. Without even giving them the file, they gave me an unpacked EXE 12 hours later.
