He might not be familiar with the concept of being pet by a human. Especially if you're one of the first few humans he met. It may take time for him to get used to you touching him. Some day, he may be ready to be pet, and might even ask for it. That might be normal for some kittens who're new to humans. He might be misinterpreting your petting as an attack. Hence he retaliated.
