Stop talking your ass. The primary reason for this is candidate retention. There is a measurable difference in response rates between the candidates you ignored before and the ones you sent a bullshit latter to.
The whole point is, in case existing primary candidate tells them to fuck off, so they can revisit the rejection pool and contact you again. Because of that bullshit email the response rate is higher.
