government doesn't ignore men, they spend ungodly amount of resources to subvert them and prevent them from saying "no, I do not agree. I don't care what your rules say, try stopping me" and you get the French revolution, Russian revolution, German revolution and then shortly after the civil war, Chinese revolution, Iranian revolution...
If you are in power you should make anything possible to prevent men from having any ambitions that will result in them wishing to die in revolution because your political opposition will gladly take the opportunity.
It's easier to turn men vs women since you can manipulate them easier by making them feel inadequate and less manly for not following the rules that every other man follows to make women happy, the "counter" propaganda will focus on exposing how bad women are and how men are mistreated by them.
It's just men vs certain men from the elite, women are just the padding in between (buffer zone, if you will).
