Perhaps the locations aren't actually of the female users, but of the men. Locations weren't mentioned in the breach notification post, so the devs don't consider them important. This could be why.

I did a quick spot check of some of those ID's in organization_report.json as well as metadata folder contents and none of them resulted in any image in any folder. I even did the reverse by searching for the image names (without extension) in the text files (organization_report.json, files inside the metadata folder) and none of them showed up either.
