The implication of it is not at all that "the age verification app will stop you from installing non play store apps", but just that it will integrate the Play Integrity API, likely meaning that the age verification app itself would only be distributable through the Play Store. Note that even that's not a certainty at all, all we have is one person (dev on the project or not?) recommending that this dependency shouldn't be included as it creates a dependency on Big US Tech which is contrary to the current EU zeitgeist of trying to build its own tech/digital independence from the US.

The actual company that is implementing this app has already stepped forward to state that Google Play Integrity will be only one of several options available for device attestation, and that requiring EU citizens to be locked-in to a Google Account would have been unlawful. Play Integrity was just the first thing they implemented in the whitelabel version of this app. They're still working on others.

They're also removing the recommendation to include Play Integrity as one of the attestation APIs to support, because it was sending mixed signals. Among other things the Italian prototype app templated off of the whitelabel blueprint already chose to *ONLY* implement Play Integrity, which might've been caused by this bad signaling.
