It's been mostly unusable for close to a decade now. None of the search engines find anything. Everyone is clustered into two or three walled gardens where comments are disappeared regularly. Bulletin boards (the optimal form of internet communication) are passe in favor of infinite-scroll single-threaded dogshit. Every single remaining discussion area is flooded with paid and unpaid shills/bots from the government and various corporations. Most websites don't even have proper timestamps on content anymore (X days ago is not a timestamp).

80's boomer here, same thing happened with TV and Radio. Things used to be freer until soccer mom's started "FOR THE CHILDREN" and they take on a new name and shape every decade evangelize, sjw, karens, etc.

There is a light at the end of that tunnel but it'll take a few decades when everyone left the internet for something else but by then it'll be husk of its former self and seen as an old people communication tool but for the most part the internet will be slightly back to its former glory once you kick all the kids off it. You don't need dialup for a BBS. My favorite is accessible by ssh and telnet. Although if you want you can still use dial up and you can even so dialup over VOIP. It won't be fast but it works.
At the moment the BBS scene is small but alive.

I feel like this is the real issue here. I dont know why I keep seeing stuff like "search engines are unusable", like I have never had that issue ever. The issue I do have that is increasingly growing is that content on the web keeps getting pulled or put behind various barriers. For instance entire mangas pulled entirely from sites like mangadex, or even images being put into weird formats like webp that make it harder to collect images for personal use. I literally dont image post anymore because unless I use something that I already have saved in a folder there are so many hurdles to find usuable images from search engines. That and every single site needing an account or even a subscription just to go view something when its not necessary at all. Here is another example of how bad things are:
