Real answer:
The glowies can deanonymize/pwn almost everyone they focus on with enough time and effort, relative to their target's security practices. But they do not have the resources to pwn everyone in realtime. Even when their data gathering dragnet has everything on you, think for a second about what a mess the data will be, and how much crappy legacy software the glowies have to deal with (same as all tech organizations).

The point of the Digital ID system is to sweep away the legacy cruft in their surveillance tech and put everything in one convenient, centralized database. The threat is that this makes their operations orders of magnitude more efficient, and enables them to automatically control your IRL privileges (you don't have rights, the constitution was shredded after 9/11) through your digital ID, and vice versa, just like the Vax Pass did.

It's all about threat level. IDs are being used to track the hordes of normies who will willingly give up that data, that's what they're betting on. If you're a higher-level threat, then they will dedicate more resources to finding you, and that will mean following your digital footprint.
Still, they have to know you're a higher level threat to begin with and they have to actively go out of their way to search for you, which is unrealistic unless you're a real VIP or have a previous history.
Now is the best time to become slightly more private, because now they have more resources at their disposal to track people like you. They don't have to care anymore about building a profile of normalfags, that has been done far more efficiently now.

No, they can't use the existing DMV records because that counts as without cause.
