The glowies can deanonymize/pwn almost everyone they focus on with enough time and effort, relative to their target's security practices. But they do not have the resources to pwn everyone in realtime. Even when their data gathering dragnet has everything on you, think for a second about what a mess the data will be, and how much crappy legacy software the glowies have to deal with (same as all tech organizations).

The point of the Digital ID system is to sweep away the legacy cruft in their surveillance tech and put everything in one convenient, centralized database. It's all about threat level. IDs are being used to track the hordes of normies who will willingly give up that data, that's what they're betting on. If you're a higher-level threat, then they will dedicate more resources to finding you, and that will mean following your digital footprint.
