It's only the USA and Mexico where i can definitely say that you can still buy a prepaid sim card without showing ID.
So basically, if you require phone verification, and geoblock the USA, you are completely bot free.
At least that is what Digital Id advocates (of any form) propose.
The funny thing is that requiring an id to register a phone number, is far less privacy concerning than any digital id.
Because the phone provider necessarily knows your location by the very way it works. The cell towers know the phones nearby and can triangulate them.
And you will have to connect your real name to your phone number in some government form in some point anyway.

In theory, you can buy a new phone (IMEI) and a new sim card and then, for five minutes, before you got profiled, can use it for a quick crime and then throw it away.
