"Culture" is a millenia old collaborative project of ethnic minority group on certain geographical area (think "swedish culture", "hungarian culture", "uyghur culture".....). In USA, where everyone is divided into oblivion, "culture" is used to denote a sub-cultural rebellious movement (think "emo", "goth", "hacker", "skater", "grunge"....). These rebellious anti-authoritarian anti-mainstream cultures are ultimately co-opted by the mainstream corporatist capitalist hyper-individualist culture. They pre-package your idols and Gods with either movies or songs, signalling to other corporatist overlords that this group is ripe for the picking. So movies like Hackers 1995 and Wargames 1983 spill out into the mainstream, corporations and governments get involved and incorporate these people into their processes. All conferences and certifications are pipelines for being a corporate drone or government employee.
You are farmed, and it is a huge field so you can't see all the movements properly, but it is all forceful moves into particular fields of utilization. First they plant the idea in your head, let it foster, then find you and put you in to utilize you.
Rebellious anti-authoritarian anti-mainstream sub-cultural movements are subconscious contrarian reaction to exploitation of humanity. At its core it's highly volatile and prone to damage the current structure of the system, which is why the system fights so hard to squash it before it becomes a bigger stronger movement. They do it by discrediting it ("oh you're just a skid"), lowering its members morale ("everyone is a fed, trust no one, don't organize"), destroying their idols (either killing them, imprisoning them or buying them out to desecrate their image) or making you sell your soul ("work for me or else")
They have harder issue with ethnocentric cultural movements which they squash with migration, which is a slow method
