I've only worked with one person like this, and he covered up for his shittiness by being really knowledgeable about the core service we were working on. So his issues were lost in the weeds and it was easy for him to bash you on the head with the manager's approval even if he was straight up wrong. I think it depends on how they compensate for it, no one who's entirely shitty and useless tends to last anywhere. There's usually another angle.

If they have good social skills, they fail upwards. They jump to better jobs before their bullshit gets found out. My former tech lead was like that. He was a slightly above average developer who appeared much smarter than he really is. He was very insecure about himself and was very good at hiding that fact until he encountered an interviewee who was leagues above him, causing him to very visibly lose his composure. Of course, that interviewee didn't get hired.

While he can code fine, he was very bad in managing the team, taking a hands-off approach and did almost zero coaching. However, he would micromanage on insignificant things that don't matter in the long run, like how a particular UI element should be implemented. It would be better if he worried had more about the overall architecture of the product, which was very bad, like duct-tape on cardboard bad. At high level design and troubleshooting, he sucked very badly. The product worked, but it wasn't scalable and was riddled with bugs, which played a part in many customers leaving. Although he was with the company since the beginning, he also played a significant role in its end.
