laptops really like doing this just to be quiet (you would think otherwise because a laptop sits on your lap and you wouldn't want your legs to be burning hot, but no), desktops with laptop hardware (e.g. old mac minis, chinese mini computers) will do the same thing
if you have a desktop it's time to clean it or upgrade heatsink
