You could out-right block egress traffic to adversary countries. "Force" users that want to connect to banned IPs to purchase VPNs if they so desire.
You could also block ingress traffic. I imagine Western entities would be happy knowing their firewall logs aren't spammed by Russia or Iran every second of the day. "Force" foreign entities that want to work in the West to only use Western services. Something like China's Joint-Partnership setup. Access to Western markets = Obey Western Regulation.
I feel like the West has such an ability. It just has to accept financial losses. I imagine America could pull this off. Isn't most American economic input/output domestic? Whip up nationalist fervor and block bad countries; boom Americans would say "Axis of Evil" deserves it. Europe...maybe. Would need to be more independent from America though. Unless they share a 'common' firewall with Westerns. Australia...Japan, SK...some other Western-aligned nations probably would have connect with US, or work to be independent.
I imagine the West won't do this because then foreign entities would just block access to the West. Maybe the West wants their side of the Internet open because they feel morally superior? Open society vs closed society? I have my doubts the West is that concerned about hypocrisy.
Basically, the GOV ID setup to block foreign agents seems excessive. Just force Western business, like VPN services, to not accept foreign monies. Maybe not log (though I'm sure the Gov will try!), but simply check if the IP is not in the Geopolitical West. If not in range, block!
