There is weights already embedded in the human brain, myelin sheat that makes the connexion between neuron A and B more important. It's your instinct. Instinct to crawl o your mother breast, instinct to like shiny things, instinct to be afraid of certain stuff, instinct to be attracted to certain things and avoid other. It can be quite complex, for instance a beaver will have the instinct to construct a damn. I'm pretty sure men have instinct to collect, dig, build.
Then you are trying to optimize for maximum pleasure and minimum effort. How much you can wait before associateing the reward to the effort is what makes a big difference between people.
