I set up vpn for companies, that stuff will never work. Most VPS are using IP ranges already blocked by most sites, or at least usage restricted. This happens a lot with github, which will allow you only 1 search query every 5 minutes. There exists ways around this problems, for instance you could use a residential proxy, but that would be even more privacy nightmare, as you have no guarantee that on the other hand, nobody is listening to your traffic. Another way is to buy or rent an IP (RIPE preferably) and register it as residential, although most countries won't allow that, nor does RIPE.

Honestly, these laws are never made to protect children, they're here to prepare the framework for mass surveillance. Just like anti terror laws are here to get people used of being stripped of their rights under bare 'suspicion'.
