I guess if a website is now required to have all its visitors reveal their identity to prove that they are adults, Tor users won't be able to access it anyway unless they reveal their identity too which would be nonsensical, so it will be either A: clearnet and identity check, or B: Tor.
A detail that comes to my mind is that these nasty laws are probably supposed to apply to onions too. Of course in reality no onion will ever comply with this law, and the crime is not serious enough to justify targeting the admin to identify him. However the identity of the admin of a website that moved from the clearnet to the darknet will be known. I wonder if that admin would get in trouble, for not checking the identity of the visitors of his onion...
