It gives Unknown HTTP status code 429. Not necessarily. It is possible that since Cloudflare does business in china, they are somehow involved in the process of blocking for the websites that they host, for example. I don't know what the case is, all I can go off is what I see. Additionally this list includes 4chan.org: https://github.com/Leask/BRICKS/blob/master/gfw.bricks although it is old. Again, I would be surprised if a major porn site was not blocked, that is my thought behind this claim. It needs 50% + 1 from the members of the EU parliament.
Then for the council of the EU it needs approval from 55% of the member states (which is at least 15 states out of the 27) and these 55% needs to represent at least 65% of the EU population. This system is known as qualified majority voting.

Yes but you have to know what you're doing. The goal here is to mandate online giants of decrypting your spying your messages, so not end to end encryption, but the message service is the middle man that can decryptband then encrypt as well. It's not safe by design. They want to mandate that. UK is even worse, they want to lower encryption safety. They're both bad though. You are right from a technical perspective, it is possible to have end to end encryption messaging.
