It is a stealth tax increase. The US government needs revenue and taxes are unpopular. The tariffs allow for the government to increase revenue and a huge portion of the people who hate taxes will support it because of Trump.
While some token factories might be built no real major manufacturing will return to the US in the foreseeable future because that requires planning decades in the future and our government is not capable of that type of thinking.
