The problem with America is cultural
With "education" being so available with student loans and the like you now have an assload of people who believe themselves entirely exempt from physical labor, for why would you go to college if it wasn't to get a job sitting on your ass?
This doesn't just infect positions outside of manufacturing things but it also infects the engineers and upper level managers who believe they can run things abstracted behind computer systems. Leaving workers running off documentation, plans and SOPs that are often inefficient as fuck because no one who makes them is actually interested in walking the floor and looking for ways to make production more efficient, safe and less physically demanding.
To being more education into manufacturing just leaves you with people who think they shouldn't be in a floor. If US manufacturing needs to be reset, you have to reset expectations from the workforce. Even now the existing manufacturing base has trouble getting people and atleast in my area has become some of the highest paying jobs for people with no education, but every zoomer thinks that's above them because signed a loan at 17 and got a piece of paper
