When games started making real demands on hardware, and topping it off with offering a SVGA option, in the early- to mid-90s.
Up until then, most games were in mode-X VGA, which even a 386SX could hit 70 FPS (not 60) without problems.
Going by memory, Doom was probably the start of the slide, followed by games like NASCAR Racing, Descent and Slipstream 5000.

I wouldn't consider doom for this, as it had a fixed resolution and a frame cap of 35fps (despite running on a 70hz mode). once we got games like unreal which could run at any resolution and scaled to any framerate, that's when it became possible for people to see how far they can go with it. that and gpus got exponentially faster during the early '00s
