Cheap IR security cameras can do it, though you might need to fiddle with the software to convince them to use IR mode in daylight. It only really works well with certain fabrics, though, mostly swimsuits and sportswear.

This, also certain colors will block it or be too reflective.
Really old no-name foscam copies would do it pretty easily and most could trigger the IR light and IR filters with the press of a button on the UI.
Of course they also have the resolution of a 2003 flip phone camera.

no, they still make video cameras that can remove the IR filter with a press of a button like Panasonic HC-VXF1, Sony AX53, Canon XA series
aliexpress has cheap IR lights you can use with them
