Not really. It's built on ubuntu lts but it's supposed to be showcase for bleeding edge kde. You'd be better off using kubuntu or mint.

KDE Neon has no consistent release schedule. It releases some time after the .1 release of an LTS, but "some time" is vague and may be weeks or months later. It's also deprecated and being replaced by KDE Linux, which is poorly-named and will cause confusion.

On a side note, my 10-year-old computer can't run KDE Linux because they intentionally exclude support for my 10-year-old Nvidia GPU. If your grandpa has older Nvida hardware then your grandpa has been abandoned by KDE.
