It's a build system generator - it outputs makefiles, ninjafiles (makefiles but very basic syntax, made to be generated), other types of build system like vxprojs. It doesn't work on the level of compilers. It's just that in makefiles, it's on you to make it cross platform since not every platform will have gcc in their path for example.

It's quite declarative since instead of writing command lines like makefiles, you make targets (executable, library, etc) and attach source files to them and cmake generates the build system files required to build.
Works well with package managers like conan and vcpkg. The ide CLion uses them by default and Visual studio support them natively instead of vxprojs too.

I assumed you already knew about build systems like makefiles. Maybe learn the basics of that first since it's what cmake replaces (as in, writing them, it still generates them of course).
Script files run commands right? You can put the gcc command to compile and link some files into a program in a script file so that you can run that instead of copy-pasting the command into the terminal.
Makefiles are kinda similar except the commands in the makefile only execute when a file is manipulated, since it's more efficient to only recompile files when necessary.
Watch/Read a 5 minute tutorial and it'll make sense.

But to answer the last question. If the program is dependent on specific system commands/libraries/etc, then no. Unless you mean that the program was written to work on all systems and it's only the makefile that was written for a specific system, then you could port it.

On another note, if you're trying to run programs from another system then you will need a compatibility layer. Running linux apps on windows will probably be ok through WSL 1 or WSL 2 (though 2 is a vm). Running windows apps on linux will be through wine and so on.

dual booting on one ssd is fine, just disable windows updates (windows updates still screws up the boot order even if you use 2 SSD's, I am not sure if there are extra issues with a single drive however).
The main reason you would want split SSD's would be for reinstalling windows. Since it's hard to dualboot windows onto a linux drive, but it's easy to install linux onto windows (and you can unplug the linux drive so that there won't be any accidents).

Stick with SSDs. A hard drive would take much longer to boot and a 1TB SSD and HDD are close in price these days. There are tools that allow you to copy whole partitions to new drives. Then you can exted the copied partition to fill the drive and delete it off the old drive to extend the other OS's partition. Going to ask this here since I have no clue where else to ask but if someone can point me into the right direction i'll take it. Does anyone know how to fix a random disconnect? I don't know what happen but starting since last month ago my isp will randomly DC me mid games out of no where. I'm searching through some old disks for specific information while also archiving and reorganizing their general contents. I'll be starting out with laptop SSDs from the 2010s before moving onto HDDs from laptops and desktops from the late 1990s until the 2010s. I may end up having to sort though CDs, DVDs, floppy disks, flash drives, and USB external hard drives. I want to copy the data from these disks onto new disks, organize it, and delete redundant data.

In terms of hardware, what will allow for the easiest plug-and-play of various vintages of disk? Am I looking for some sort of NAS?

In terms of software, what tools should I be using?

It is entirely possible that drives from 2000s and earlier have succumbed to bitrot (if they still work) if not being regularly checked so I would recommend using ddrescue on them so that if you can't get the whole drive you at least have an image that you can mess around with
If you can't get data after 2 or 3 passes you are probably not going to get it

Also when repairing it you should only mess around with a copy
