Script files run commands right? You can put the gcc command to compile and link some files into a program in a script file so that you can run that instead of copy-pasting the command into the terminal.
Makefiles are kinda similar except the commands in the makefile only execute when a file is manipulated, since it's more efficient to only recompile files when necessary.
Watch/Read a 5 minute tutorial and it'll make sense.
But to answer the last question. If the program is dependent on specific system commands/libraries/etc, then no. Unless you mean that the program was written to work on all systems and it's only the makefile that was written for a specific system, then you could port it.
On another note, if you're trying to run programs from another system then you will need a compatibility layer. Running linux apps on windows will probably be ok through WSL 1 or WSL 2 (though 2 is a vm). Running windows apps on linux will be through wine and so on.

Both OSes are on a 1TB SSD which I have found out is not the way to go but I only have one drive anyway so I didn't have the luxury of options.

Firefox Nightly added this a while back and it's a pain in the fuckin ass. Any time I try to put a tab to the left it gets pinned and becomes tiny, and I have to drag it out to resize it back to normal. I can't find anywhere to turn this off, nothing in about:config seems to deal with it, tab pinning is turned off but it still appears. Anyone knows what this is??

dual booting on one ssd is fine, just disable windows updates (windows updates still screws up the boot order even if you use 2 SSD's, I am not sure if there are extra issues with a single drive however).
The main reason you would want split SSD's would be for reinstalling windows. Since it's hard to dualboot windows onto a linux drive, but it's easy to install linux onto windows (and you can unplug the linux drive so that there won't be any accidents).

i opened very old vera crypt volume (from file,i remembered password)
it had broken header and i restored it
now i can open it and it sits as new drive but i cannot acess it cause system is not recognizing it's file structure (i can only format it)
