Only if the site admin is retarded, what you're speaking of is a managed challenge and those are either toggled by a WAF rule or in "under attack mode". Now, what I suspect is they blindly turned on "under attack mode" instead of putting in the bare minimum effort for a turnstile captcha or literally anything else.
