The EU has Article 28 of the DSA, which in paragraph 1 says platforms have to take reasonable steps to protect minors against being exposed to harmful content. But in paragraph 3 it also states that platforms cannot be obliged to have to rely on methods of age verification that require users hand them additional personal data. I.e. X literally doesn't have to do this.

They WANT to though - because there are also different laws which limit in how far you are allowed to advertise to minors. And those state that anyone that hasn't been actually verified as an adult, has to be treated as if they are a minor and thus not be made subject to copious invasive behavior analysis and pushy ads based thereon.

The German passport has a function that can make age checks anonymously. You can connect to the passport and ask it if the owner is over the age of 18. You won't get name or date of birth even.

You need to hold your passport to your phone or a 10 Euro smart card reader on your pc, enter a pin in the government app, and it works that way implemented properly. All of that works without connecting to any government services or anything, the checking website just needs a certificate to do that.
I won't mind if it is done that way.
Germany created this infrastructure more than 10 years ago and every German has a passport like this by now. I think minors should not be on the internet and the internet should be gated away from them. I know other countries did not build that kind of infrastructure, and we will suffer because of that.

a government digital id system does exist, if i had to guess ~75% of people have it (you can still get the older style paper only id cards for now, if you're living abroad you can only get the older stuff i think)
you can also register to some third party services to use those instead of having to scan your id card with your phone, and of course one of them had a data breach (and government sites leaking things they shouldn't also already happened a few times)
