Install mitmproxy and then use that to check what domains it pings to confirm internet access. Then use dnsmasq to trick it to resolve those domains to your webserver but block every other domain.

it depends on the reason, like is there something you can't use it for because it's offline?
technically this is possible, but not in a generic way. like if you find out what it uses to check for connectivity, and emulate that. for a simple example, say it checks for being online by pinging a specific domain, you could set up an sbc or something that responds to pings from said domain without involving the internet at all

i wonder if it'd be enough to have it connected to wifi just by itself. like for example either connect it to your wifi but firewall it so it can't communicate with anything, or for something even simpler, buy a cheap second have wifi access point and connect the tv to that, just a standalone access point not hooked up to anything but power and the tv so there's nothing for it to communicate with.

yea, but you can't use mac filtering here as then the tv won't be able to connect to that wifi at all. regardless of how you do it, what i'm saying is that you can connect something to /wifi/ without connecting it to the internet. just a fenced off wifi network that has no route to the internet
