most of the memory is used for caches. if there will be a demand, the os will evict the cold caches and release the memory back to processes that need it.

jus downgrade to a good but unsupported version of win or switch to linux or bsd.
also the ps4 had 8GB of RAM both for the CPU and GPU. which is how much a laptop with 2x4GB sticks and iGPU from 2011 had. and i played The Witcher III and Zero Dawn.
even on gaming rigs 16GB is sometimes overkill, and unless you are running a gigantic server 32GB is way way too much
