It's partially true. Not everyone hires consultants for that purpose but it is somewhat common to do so for validation of choices already made and as the image points out, an external entity to blame if things go wrong.

consulting is mostly indians nowadays they are the reason why so many countries import the street shiters. ((AI)) will mostly benefit them because consulting orgs never finish anything and always produce a lot of trash ((AI)) is going to make them even richer.
