Not on any free service. It's not even really possible on paid services. The only difference is that paid services have the ability to punish you with an account ban that essentially takes your money.

there is "fingerprinting" (where the fingerprinting is done server-side, which is mostly useless) and fingerprinting.
4chan does "fingerprinting" + cloudflare, which can be bypassed easily.

It's not really possible, even with data mining. FAGMAN try very hard to stop things like mass account creation and they still fail, you can buy them in bulk for not that much.
