I upgraded my crappy Core i3 laptop to 32GB because RAM is so dirt cheap ($60 for the DDR4 kit) I just felt like it. My CPU technically supports 64GB but the bottleneck would be too high to justify it at that point.

Worse is that I know I need to upgrade my pc instead of just the ram, like ground up and a new motherboard.

16GB is plenty for almost everything I need. The exception is playing modded Assetto Corsa, which eats nearly all my available system ram and all 16GB of my video ram.

I've got 64GB on a desktop and windows passively consumes ~12GB. I heard the passive use is variable, like if you have less ram the amount idled with is proportional, there's some dogshit philosophy behind it, about unused ram being wasted ram, but the lowest I'd go for no gaming/video encoding/photo editing is 8GB+4GB if there are only two memory slots.

If these are what you need to use then yes.
For daily task 16GB is good enough.
You can even do your basic task on 8 GB, you don't have that much headroom.

Don't buy used, buy new from amazon. Timetec and Teamgroup are cheapest.
Old used DDR3 sticks carry a good chance of failing you today due to age. It is not any more predictable whether you'll get lucky and have nothing to worry about for a few years or not. Better safe than sorry, in my opinion.

Most pcs down here that come around still run 2gb, with the rare 4 gb, unless its gamer focused, so really its even less for normiefags. Most of their phones is unironically more powerful by now.

The only reason people ram-maxx these days is usually for ai enthusiast stuff. The 32gb on my desktop is honestly more than enough for everything else.
