In most countries the ID is not enough to open a bank account or whatever. SSN looks like a security nightmare.
The problem is that eventually some porn website will leak the IDs. I guess the only option there is to use public/private keys to validate you are an adult without leaking the private key (the private key can't be derived from public key).
Kids will find a way to circumvent it anyway. This is all a political theater to project an image of "we care".
