Two options for Intel:
1. Keep fab: heavy investment in R&D subsidized by the government like pharmaceutical companies in order to compete with TSMC on the fab front because they are too far behind.
2. Sell fab: make chips at other companies and focus on design. Easier said than done because the fab is a white elephant to other companies capable of buying it.

In the short term, it is AMD.

They don't really have a future without their own fabs. If they suck Trump's dick a little, they could get subsidized for the sake of national interests.
