You need to think about VPNs in those terms:
What would Feds do?
The answer is that it's cheap and trivial for any competent three-letter agency to run one or more "based" VPN providers.
The problem is you have no way to verify any of their claims. They can say they do or don't do this, and you have no way of knowing if that's true, or if it's consistent across users, over time, etc.

VPN should not be used that way.
It should only be used to access intranets.

If you're not acting as a node that's receiving and forwarding traffic yourself there's no way to avoid singling out traffic sent to your IP as being for you. I just don't see any other way,
