This approach is what part of the EU is working, using zero knowledge encryption (you get a signing key from the government, this is used in future to sign challenges for identity verification, the requesting party can then verify the signing was correct, providing an end to end guarantee of validity without exposing that the request was made to the government, or what the users information was to the requester). Doubtful, considering the Digital Services Act already contains a clause that states platforms cannot be obliged to use means of age verification that require processing additional personal data. And unique online identifiers *ARE* classified by the GDPR as personal data.

If they'd want this to happen, they'd first need to overturn or amend part of the DSA to make it happen in a way that we don't end up with conflicting laws. (And the DSA already contains a clause which states it prevails where laws conflict, iirc.)

Here’s an idea, use the token to sign a challenge from anyone who needs to verify your age. It occurs on device, and offline. Government knows you have an ID (it already does), company knows you fulfill the given criteria, but knows nothing other than that. You could have multiple tokens for each characteristic. I don’t know enough about cryptography to know the exact implementation details, but it’s what the EU is looking at doing
