I don't know if America would go that hard because of allowing UK to spy on American citizens for our intel agencies. They can Court order that Bong ISPs block the site on a national level, as they do already for multiple torrent and streaming sites. Users get either a blocked notice or picrel and just assume the sites been taken offline. VPNs work fine, but then you run into problems if the site itself doesn't like them, as with 4chan.
