EU is a political system with comedic elements that should not be taken too seriously. It doesn't have any proper leadership and the only 2 great powers that exist within the EU (France and Germany) who are both shadows of their former self cannot even agree who is in charge so they just keep doing their own thing.

Other members also constantly violate the rules by which EU citizens can live and work anywhere and improvise restrictions to prevent slavs overflowing their countries, so nobody actually buys into the bullshit.

EU has so many laws and bureaucrats that it can't possibly keep track of all the shit they invent and they just focus on those laws and regulations that they consider to be more important than others and actually implement those. The unimportant ones like the ebike and scooter regulations are being actively shat on by chinese manufacturers making completely illegal vehicles and selling them all across Europe as the chads that they are.
