I heard it is because some place in Kansas City is the default US location if they can't narrow down the IP to a specific location in the US.

Yes, that happens. The geographic center of the contiguous United States is in Kansas but not exactly near Kansas City. Maybe those IP addresses are being lumped into Kansas City due to it being the closest large city?
