Elbrus is a monstrosity like Itanium, a VLIW working as CPU. Even the best 16c CPU is as fast as a Pentium III at 1 GHz... it's more a DSP than a real processor.
Most ARM versions are better for CPU.

I can't wait for the Chinese to get really good at this so we can have alternatives to the literal TWO FUCKING COMPANIES that offer us CPU's. The other side benefit is when China does it they usually go in guns blazing and knee cap the market by undercutting everyone like fuck. So that means cheap as fuck CPU's.

You're only limited to AMD and Intel if you want x86, there's plenty of CPU companies to choose from if you're willing to use a different ISA (Even with all the Chinese companies that have access to ARM, the only worthwhile chips come from Nvidia, Apple, and Qualcomm)

Look at the Centaur core line. Technically American arch, but its now in Chinese hands. VIA will keep making iterations. Even Hygon now has totally bespoke arch. They started out with Zen1, AMD was a principle founder of their company, but now they're doing a crazy wide SMT4 design chasing IBM. Wider, lower clocks, lower power, probably again only datacenter oriented.

Their goverment seems to be favoring Risc-V for 'general computing' because they aren't restricted to the Chinese market like the licensed x86 or ARM. And the Loong cpus seems to be for supercomputers/web than for normal computers, they aren't cheap either.

That's because apple and Nvidia were the only ones designing their own CPUs instead of using arm designs, Qualcomm is joining them now thanks to buying up Nuvia.

They have Infineon that owns licences for ARM, FPGAs, and they have their own IP for DSP equivalent to Elbrus. Other companies have their own RISC-V cores. Most of their products like SoC are a combination of different sources because they are competitive and need to use products compatible anywhere. Meanwhile Russia has nothing similar and they have to import even ADC from Analog Devices or China.

European companies and fabs are similar to Japanese ones, specialized in non-silicon semiconductors, specialized IC (sensors, cars) and power electronics, all of them relatively high value. Germans are huge in industrial electronic (like the crap of SCADA and PLC) something that russians would rummage through the trash to maintain their industry.
